I hooked a multi meter to the pin on my pcm an connected to power to complete the circut an it showed (-12.97) ground an all other pins showed. (.3-.1) ground is my pcm bad?

 

What's going on exactly?

 

I changed ignition coil plugs injectors an wire set then i hooked up test light to #3 an its a solid ground then i checked the pcm pin an it read-12.97 for a ground that seems to high to me coming from the pcm an there was a scorch mark or back residue on the orange module
