2004 Neon Rear Bumper Problem

I have been watching this forum for a while but I just joined up because I am really stuck.
I noticed the rust dropping from under the rear bumper. I took a look and noticed the metal bar behind the bumper cover was completely rusted out. I found a replacement on ebay but while removing the bumper cover, each and every bolt holding that cover onto the left and right sides snapped off!!! The right side had a stub long enough for me to get a nut tightened on it and the left side had a screw sticking out that was not used, but it seems to be stripped, the nut tightens to a certain point, then just spins without tightening.
Has this happened to anyone else? Should I be drilling and putting self-taping screws in? If so, what size? Also, what do you do about the bend near the tail lights? That seems to be pretty hard to reach.

yeah, just snap those plactic ones off, if they unscrew, good, if not, you can obtain same plastic inserts at autozone. For the rusted part, you will just have to drill them out or grind them off and replace with new bolts and screws.
