Default How do you test spark plug wires

Haynes manual says plug wires should be between 2,280 and 7,290 ohms. I'm getting 2,100 and 1,700 ohms on to wires and it looks like the readings are low. Is a low reading mean the wires are bad?

The less resistance, the better, so I'd say they are fine. As already asked, what's going on?
