Welcome to the 2nd Gen Neon forum.
Good idea to have posted the trouble shooting work you've done so far.
We can't have a member driving around chilled, so lets think about this some more.
Was the heater core Reverse flushed? Was the coolant in bad/rusty shape & did you get anything out of the heater core? If so, have you run a coolant de-scaler?
You say The hose gets hot, was that the Outlet hose??? If you don't remember, check Both hoses, both should be hot if flow through the heater core is good.
Does the heat that does come out of the heater change temp when you change the temp setting?
Did the problem come about suddenly after some event, or slowly over time?
Some beginning thoughts for pondering.

Thanks for the advice but you would believe what the problem was the new thermostat I put inwas faulty. I took to my mechanic and tested and said it has faulty, it was stuck open. New thermostat and it works just great.

Ok good feedback & to hear the fix was simple. So the problem came about suddenly after some event, the event being the thermostat change out!!!
I've heard of & had faulty new parts right out of the box, so I usually open in store for inspection & have the store bench test if possible, especially on electrical parts. Anyway good to hear your on the road again & all toasty warm.
