I have a 2002 dodge neon and I ran something over on the right lower side of the car there's the TCM(Transmission control module) the plug that goes bolted on to it with like 30 wires on it they ripped off. I got a used plug with replacement wires from a old car and spliced each wire and the car still isn't starting? Can anyone help me

Maybe try scanning for trouble code clues & post up All code Numbers, as they can help focus a trouble shoot.
EDIT: Forgot to mention checking for blown fuses in the under hood & cabin power distribution boxes, especially under hood fuse #21 a 20 amp, as it powers a lot of things, like the ASD replay, so if that fuse is blown, the ECM won't power up & the engine won't crank & the DLC won't power up your code reader, or scan tool.
Some initial thoughts for consideration, let us know what you find.
