Well investigated the wiring diagrams for fuse #21. Outputs to splice #106, under PDC, supplies B+ of the PCM, ASD Relay coil power and B+, fuel pump relay B+, and Data Link Connector. So that explains the clearing of the trouble code as well as everything else that stopped receiving power. Only question now is why did the DLC still have power ? My guess bad splice connection. Will have to open it up and take a look. First I will verify, by once again pulling #21 fuse and make sure DLC is powered from there. If it still has power I will add a new external 20 amp fused circuit to supply the splice.

Before unwrapping the splice, try a Squeeze & Wiggle test to see if you can make it fail. Also feel to determine if its overly Warm.

The FSM shows splice #106 location in diagram 8W-95-4, Fig-3 drivers side, just before the strut tower, ( on the firewall side of the tower).

Were you able to open the forum "sticky" FSM link ??

Car is still starting and not stalling. I have driven it around in the field here at home but still haven't taken it out on the road, may drive it around on the road Saturday when I have someone to come get me if it gives out again. I want to pull the ASD/FP fuse again and see if it does truly power the Data Link because I know it had power during the last stall / no start / no crank condition. At Least now I have a place to start if the condition happens again. Maybe when cleaning the PDC and fuses I corrected the problem. But if not, I know it is in that circuit, being in the power supplying the circuit, the splice connector or even possibly the wire feeding the B+ to the PCM.

Yes the FSM shows fuse 21 feeds the ECM, DLC, Fuel Pump, ASD relay & it switches power to the fuel injectors & a bunch of other things, but not the starter motor circuit directly, it does affect the starter circuit by cutting power to the ECM, so indirectly affects starting. If you could find & open the FSM & look in Power Distribution, drawings PL 8W-10-16 & 17, it could clear things up I think.

I did the same thing when I tried to open the FSM & also had to open a Google account, which I hadn't done. Anyway let us know how it goes with opening the FSM.

Little update on the Neon. After checking that pulling the ASD/FP fuse did kill power to the data link which it does and removing the TIPM and checking the splice connection, I decided that this was not the problem with the stalling no crank no start. So moving on to the only thing left that I can relate this condition to was the SKIM, although from reading and actually do a test with a unchipped key, it will not lock out the starting circuit until after the sixth attempt. But also I never had a security light on, with the exception of one time. So is the SKIM module shutting it down like it is the seventh time ? tuff question for me but out of options. So I ordered a PCM and removed the SKIM module and installed the new PCM, so no more SKIM, yes I have a security light but can now rule out that being the cause of the stall no crank no start. Plan on driving the car this week and hoping for the best.

While in the garage I did discover the possible cause of my system rich code. Fuel pump is pushing 75-80 psi at the fuel rail and very erratic.So fuel pump install in the near future if we have the stalling issue corrected. like most fuel pump issues the tank is full.
