02 Neon Overheating Intermittently
Car sat for 3 years in a driveway. Not my doing. All it needed was a new battery + clips for the clutch arm and it ran. I've been driving it since August of 2019. Over time, I've replaced the battery (again), the starter, the radiator fan motor, the radiator fan relay, all fuses, flushed the radiator (which was surprisingly clean), changed out the spark plugs + wires + changed the oil. Until just a few days ago, the radiator fan would kick on and keep the engine cool. The car has ALWAYS seemed to run hotter than most vehicles that I've owned. Now I can't keep coolant in it because it's working overtime to accommodate for the fan not kicking on. I've also replaced the radiator cap + the thermostat looks new. Help!

You've been busy with parts replacement, were all those parts bad, or in need of scheduled maintenance replacement????
Have you scanned for trouble code clues, if so, post All code Numbers, as they can help focus a trouble shoot. If you don't have, can't borrow, or come by a code reader, or scan tool that can put up live PID's, you can have the vehicle ECM display any stored codes on the dash display, by cycling the ignition switch from Off to Run (but don't crank the engine) three times, stopping at On the third time, then watch the dash display, record & post All code Numbers.
Seeing as how the problem seems to be intermittent & a number of things that control the fan have been replaced, or worked on, perform a thump & wiggle test on the wiring, electrical connectors, power relays & their pins / sockets, checking the electrical connector & relays pins & sockets for corrosion, loose fit, bent pins, spread sockets, poor wire crimp to them, damaged / pinched wiring or broken wire strands. Try swapping the fan power relay for a like known good one, like a fog light, horn or other system like relay not needed to run the engine & see if the problem clears. If so replace the suspect relay. Some initial trouble shooting thoughts for consideration, let us know what you find.
EDIT: Forgot to ask if the cooling fan will come on & run when the A/C is turned on????
