Default Head gasket change

I'm in the middle of changing a head gasket on an 05 Dodge neon 2.0 l. Prior to deciding to change the head gasket quarter amount of water or coolant was being used. Started the tear down had to take a break during the tear down for a couple of weeks get back to it and now I'm to the point where I need to get at the top dead center to take the timing belt off and pull the head off. Put a 18 mm on the camshaft bolt to rotate the motor around won't move but just a little bit moved it down to the crankshaft bolt same thing. I'm concerned that I have a ring built up of rust and one or more of the cylinders and I don't want to break it loose and Scarlet cylinders so I'm looking for some guidance here. Can I go ahead and take it apart without having it at top dead center without the ramifications being too severe at reassembly or should I break it loose and get it to top dead center. If so what's the best method. Thanks for any help you can get me
