I'm not too sure on this, but I think that any street legal car needs to have either white or amber bulbs. Anything other than a standard bulb is illegal in some places.

Why would you want red bulbs...You might as well address a check to your local law enforcement because you'll get pulled over for it and get a ticket. But to answer your question, I can't say I've ever seen red bulbs for our foglights. You need either 899 or 893 size bulb just FYI...so I guess if you can find a bulb in red in either of those sizes then there is such a thing.

I wouldn't try making your own because paint would just sort of melt off, unless it was a special grade of paint that was both transparent and heat tolerant. It would also have to be weather resistant, otherwise it fades and looks like ***.

If he really wanted to do it he could get some....not sure what the material is.....vinyl maybe? I put lamin-x on my foglights, thats how mine are yellow. Its like a window film, but its chip resistant, etc. Its holding up incredibly well. But he could do that if he can find it in red...however red is a "no-no" color. I think Lilsparkplug over in the neonsrt4 area painted here foglights yellow, but I don't remember what kind of paint she used.
