I put a obx header and down pipe on mine, it is stainless steel. you can find them at modern performance or ebay

From what i've read your better off stickin with your R/T headers (it will save you money!) since they are basically the same as the Borla aftermarket ones, you can replace them but you wont see any real performance gains unless you go with longtube headers.

For a stainless steel header, why is the OBX so cheap? Is something wrong with it? Does it have fitment issues or anything? Is the performance gain good?

It is a little longer, not much. The fitting and finish I would say is a 10. The only thing I can think of they must mas-produce these headers. I bought mine on e-bay. Counting shipping I think it was around 170.00 for it and the down pipe. I have seen the finish in side a pace setter and I would say it was around a 4-5. It had alot of ugly welds inside of it.
