i want to run spray on my 05 neon mtx. do i have to upgrade my injectors, and fuel pump. and if i do does that mean i have to get a fuel modifier

No fuel mods are necessary as far as i know, but you wont want to run over a 50-55 shot...make sure its tuned properly, and go with a complete wet kit (ZEX makes awesome kits). If its tuned properly and you dont abuse it, you shouldnt have any troubles with a blown motor...with that said, its not 100% safe, and you are putting much more stress on your engines internal components every time you use it.
