excuse my tech. ignorance....
I thought I saw an ad somewhere that had a fake blowoff-type device that would shoot out a jet of 'something' and made it look like NOS blow-off...
Is this the same thing we are talking about, or an equally stupid fake device?

And no, a blow-off valve will not do anything unless you have a turbo, since what a blow-off valve does is release excess pressure from the turbo when you take off the throttle rapidly. So if your not making any pressure for the blow off valve to relieve, the blow off does nothing at all N/A.
The only way it would ever be "functional" on an N/A engine would be if you had a functional ram air hood. Then, if you're cruising at highways speed and let your foot off the throttle there might be enough air pushed through to make a little noise. But why the heck would you want to do that anyways?

I've heard of fake ones they're not blow off valves, but somehow they make the noise, and thats it. A friend had one, all i said to him was, "wow, you really are a dumb F#(k"

It is supposed to be inserted into the muffler... and they say that it also gives it the sound of the blow off valve.
I think they called it a spooler or something like that...just incase someone here wants to try to find it (for what reason I have no Idea)

Did a quick search this is some funny $#!+...
"A small CNC machined aluminum device which discreetly fits inside a vehicle's stock muffler pipe and on heavy acceleration emits a sound extremely similar to that of a turbocharged vehicle. Depressing the gas pedal in some customer reported instances have released a backpressure in the muffler making the car sound like it has a small blow off valve. It cannot be easily distinguished between an accelerating Turbo Eclipse or VW 1.8T turbocharged car! With the correct application for your vehicle you will not be able to tell the difference nor will pedestrians or other drivers on the street. Let them ask you what is under your hood!" http://www.makesyouthink.com/turbosound/

You've gotta have something to blow off first.
