Borla's exhausts are the best I know of but they are pricey! Is the car for street or just racing autocross? As for the shocks I don't know anything about autocross. Do you have a header on the car? What can you do to the car and say in your class?

To stay in Stock class the only thing that I can do to my knowleg is Tires, Shocks, Rims(that are stock size), In Box Filter, and Exhaust. My car is curently Bone Stock and is used for Autocross and daily driving.

I would get the Borla if you can afford it! They are made and engineered very good, and (are dyno tested from my understanding) I have a couple of friends who have Borlas they swear by them! I'll probable get one for my ride if I don't turbo it. Just remember you can go as fast as your money will allow! Check into the rules for your class I would bet there is alot you can do and still be legal! Go luck with the racing!!
