2000 Neon horn fuse keeps blowing

I have a 2000 Neon LX and the horn fuse keeps blowing. Everytime I replace it it works for several honks and then the fuse blows. I have replaced the fuse a few times and the same thing happens. Does anyone have an idea what may be happening?
Also I can't seem to find the horn in this Neon, it must be behind the front bumper somewhere, but I can't seem to locate it, can anyone help?
Not sure if this could be related, but the fopg lights stopped working just before the horn problem started.

Does the fuse blow when you are blowing the horn because if it does it is a short to ground arfter the switch for the horn. If it blows without blowing the horn it is a short to ground before the switch. It shouldn't be to hard to find here should be arc burns on the body near the bad wire or the wire may look burnt. You will need to take sometime and track it down. Good luck!!
