Yeah that sounds like a wiring issue...if I'm understanding you right though, why would you want to fix it? Some people mod their stalk and wiring just so they can have the fog lights on when the headlights aren't, or to have them on when the high beams are engaged.

Well, I'm not sure of what is a stalk, cuz I'm from quebec canada, so I got some english word missing in my head.. :s
But Here, in canada, the 2003-05 neon have their fog ligh turn on as Day light, instead of the head lights in the US. So, the possible lighting are, all light of, but fog on, light on low beam no fog, lights on low beam with fog, and high beam....

Here's a question....
My 2003 SXT doesn't have fog lights. I want a set.
What brand/style would be best for my application?
The front bumper also does not have round holes/cut-outs for fog lights. It only has the moulded horizontal openings that look more like air vents.

First: buy a set from any autoparts store. Good brands run you about $5-25 for a good set. There are more expensive ones but why bother.
Grab a bumper with inserts already cut into it (DO NOT do it yourself unless you're a pro.) then replace your old one and install the fogs and wiring. You can get one from any junkyard. Try to match colors if you can.
other option is to get a body kit, or buy a stock bumper with fog inserts from a dealer... Will run you $1000 or more
