I didn't mean that the chip cut off the governer, but that the car doesn't shut off. Loss of power to the car not a power gain. Also it doesn't change the gearing it just redlines at higher speeds. Sorry for the misunderstanding. I was tired when I posted that don't want to miscomunicate.

I dunno the biggest thing that would scare me about going that fast in my Neon would be a deer or something running out in front of me at the last instant... if you'd be lucky to walk away, you'd need a new car.
Top speed governed? Try this:
Chrysler supposedly built-in a "starter interrupt" with a lot of the 2000+ vehicles, which basically means that if you turn the key forward while the car is still running, it will not engage the starter again (but it will kill the A/C, radio, blower, etc while you hold the key forward).
Supposedly, while the ECU is in "starter interrupt mode," the vehicle can still drive normally, but it disables the speed limiter. I would recommend testing this at idle or very slow speed first, but if this is the case, I have been told that you can fly down the road and accelerate past the speed limiter as long as you hold the key forward in the "start" position, until you hit the aerodynamic/hp limit of your car. This sounds kind of impractical, but if it works I suppose you could mount a toggle switch or something (it's suck to be going 140 mph and let go of the key at those RPM's with fuel cut-off).
I don't know try it see what happens I guess, it could be BS for all I know but I've heard it from a few people who claim they've done it numerous times in other Chrysler vehicles 2001 and newer.

well last time i did that by accident and i heard a nice starter grinding so i wouldnt try it especially at a high rpm
