Ok my brother has a Jetta Vr6...and he is taking off the borla exhaust that he had installed on it. Will it fit on my 2002 Dodge neon Acr

No it wont bolt-up...and by the time you modded it enough to make it fit there wouldnt be much "Borla" left in the exhaust...

you could probably use some of the parts and get other cuts to make it fit

Take it to a muffler shop. They can do the fab work for you there. It might cost you a little extra, but at least you won't have to buy a muffler.
