Noisy dash vibration solved
When you pull up the dash pad from the top of the dash it has a secondary part held in by 3 screw just above the Instrument Cluster. Well, mine had been making noise since new and always thought it was something underneath. Pulled the pad to day and found nothing under it wrong. When I had it off was looking at it carefully and found it was stuck in but was loose in some areas. When I squeezed it the noise would go away. I pulled the screws and RTV'd it by prying it apart CAREFULLY in as many areas as I could. Especially around the point where it comes together around the IC. The insert was loose there and on the outboard side up inside the where the notches are it wedges up in the main dash pad RTV'd it there too.

98%+ reduction in dash noise here. Look for that piece to able to vibrate but not really move. Easy way to tell is if you grab the edge of the dash above the IC and it stops.
It would just be a picture of the IC really. Just look up from the Instrument cluster and see the seem that goes around. It is a second piece attached to the dash pad. Take it off and see if yours can move. It is black not grey. When you have the dash pad off you will clearly see where it is screwed on (some say theirs was not). Unscrew and see what s loose there. Also check near the left side were the panels come together my remaining noise is from there and since the noise is so much less now I have not been worried about it.
Mine is noisy because I don't have all the screws in. And frankly its not very noisy in the grand scheme of things. Not to mention I don't really care. If I did want the noise gone I could make it disappear...and no I wouldn't just take the dash out (that would get rid of the noise!). LOL.
