Trying to replace driver side inner tie rod on dodge 2500 4x4 1998

The problem I have is I had to cut the bolt off That clamps the metal to the threads of the tierod then tried to spin it off it wouldn't spin off so I heated it still nothing so Now Im kinda stuck just wondering if anyone else has had this problem and if I'm doing somthing wrong... Any help would be great thanks!

Just seems like it's seized pretty well.

Couple of vise grips and breaker bar (pipe)? Able to get the other bolt out? Hammer/sledge to send some shocks to it?

Keep heating and cutting, you will more than likely need a new adjusting sleeve. And get it aligned afterwards.
