Default Timing Chain cover and Damper question

Here is a strange one for all the motor heads on here .. Last Fri morning i noticed my 97 ram w/ 5.9 leaking coolant from the front of the engine so i took the truck to my mechanic and he and I both agreed that the water pump went simple enough you say huh. Well here where the strange part comes in, my mechanic puts in the new pump calls me and tells me its done. I pick up the truck drive home and it's still leaking. I take the truck right back to the shop and tell him we still got the problem , he crawls under and over the engine and finds that the water leak is coming from the timing chain cover and tells me he don't do those kind repairs / suggest to take to a freind of his and he can replace the t/c gasket. Being a Trademan my self i opted to do the work myself. Sat. Morning i strip down the front of the engine and discover that the Harmoic balancer/ damper has worked it's way back against the timing chain cover and cut a slice in the cover 1-1/4' long by 3/16 wide ( yes there was a schreech comimng from the engine for about three days / thought the belt went replaced and the noise stopped ) any way went to the local dodge dealer and ordered a new t/c cover, balancer and timing chain w/ crank and cam gear
Parts came in today i installed all the new parts buttoned every thing up now heres the weird part i now have a wine coming from the engine when the rpms increase so does the wine???
Can anybody tell me (1) what would cause the balancer to fail ? (2) any ideas as to the wine ? Yes i did run the engine w/out the serpintine belt so it's not the accessories alt/ ac compressor / water pump / ps pump or pullies. Bear in mind that the new balancer has the crank puliey attach at the factory vs the old one being attach w/ botls oh yeah almost forgot 166,000 on the motor any help ?????

yes i did do the chain and gears new, but the cover came from a dealer set me back a $185.00 figured it would fit the first time and just was not in the mood to go yard hoping..............I did notice that the new cover has a bolt that had to be installed im wondering if that could be rubbing the timing chain ???

Sounds like a wierd *** problem, I dunno what would really cause it to squeel, especially with all those new parts.

The bolt appears to be so you can check the chain i guess. Now it's getting real intresting the whine from the motor was not there when i started the truck today but after i drove about 40 miles it started again and now the trans is not shifting from 2nd to 3rd with the o/d off unless i let off the gas and get back on it again.................... HMMMM when it rains it pours......
