Default Need advice - Engine kills, ac out, brakes pulse

Hey guys, I am new to this post as I am looking to purchase a Dodge 2500 HD 1998 witha plow setup. The truck has a few issues which are reflected in the price. The AC currently does not work. The current owner states that it is likely an issue located under the dash as he has done all under hood type items. Secondly, the brakes pulse pretty hard. What is the worst case scenario with brake repairs? Finally, this one is wierd...when you tilt the steering wheel the engine kills. When you tilt it back down the lights all come back on and the truck can be restarted. Are there contact points in the steering column that may be faulty??

ANY help or advice on any of these issues would be greatly appreciated. The truck starts and runs excellent and the body is in good 'work truck' condition. Just wondering before I buy this thing if I am opening up a big can of worms.

The brakes pulsing probably mean that the rotors need to be resurfaced. Turn on the A/C and see if the compressor turns. If not, could be a sensor.
