how to make a bed cover
I never could find a source ofa material that would withstand the abuse the liner would take. So I bought one. It was made specifically for the truck, but I had to cut some small holes up front for the subsurface tie-down points. (Thta's when I knew I had a pretty good product, because it was so hard to cut those holes.) Its sheet rubber that lays flat, really thick so it doesn't go anywhere at highway speeds, but I can roll up and set aside for easy cleaning underneath. think I got it at Tractor Supply

EDIT: oh stupid me. you asked about a COVER not a LINER. hmmm most cover manufacturers are certainly proud of their product. might try making one if you don't use it that often.

do you want a hard cover or a soft cover? If you want a hart cover I would say thin plywood with aluminum cross members then line-x the whole thing. I did that for an engine cover on my boat. If you want a soft cover I would sugest finding a canvas shop and getting the heaviest material they have and make it as tight as possible so it wont riple at speed and tare.
