Removing frame rust

i was looking at this picture and remembering that carlisle nationals are comming up quick and a voice in my head is telling me to get rid of the rust on the frame rails, it just doesnt look quite clean. Is there a cleaner I can use, or should I just paint the sucker black?
Correct me if I'm wrong, but I think the only thing you can do is use a dremel or other sanding tool to remove the rust and then paint over it. I don't think there's a "cleaner" that can take rust off.

If you go to the tools section of Sears
they are now selling a two can set
of Boeing Aircraft stuff
called 'BoeShield'
that has Boeings rust remover
which seems to work better than most
Locite Company's product called "Extend"
will turn the corrosion from the familiar color yellow-red of "hematite"
to the black color of magnetite (like the surface of impact sockets)
which you can then paint over.
I have been thinking of painting my frame rust
(back in 1995 Dodge used an experimental wax on frames instead of paint)
with either POR-15
or Rust Encapsulator from Eastwood Coatings
both of which are urethane like chemicals
that react with rust to make a bond.
