I think I'm just gonna have them moved over. In the bends up front I should just be able to have a muffler shop add a few inches to make them come out wider and just extend the hangars. It shouldn't look too bad.

Do you use the top holes of the plate and the bottom mounting bolt holes in the bumper pan so the hitch can slide in?

yeah, it slides out a few inches. just enough for the pin to clear the pan.
