Default Bad Heat

I have a 95 ram 1500 the temp gauge reads normal but i dont have good heat at all. so i dont think that it is a thermostat problem and cant think what else it could be. I was looking in the repair manual and i came across a water heater controll valve and was wondering if this could be the problem. If anyone has any suggestions please let me know last winter was cold!!
