Default Rivet or Stainless screws

I am attaching a fiberglass rollpan as a replacement for my rotted out rear bumper. There were no insturctions, but some research revealed that you attach it with screws. Well when I was test fitting it I didn't have 3/16" screws, but I did have the rivets, so I used the rivets for the test fit.

What do you guys think, should I use the screws or the rivets?

I am almost done with painting the roll pan, it looks like rivets won out.

I would use either countersunk stainless allen head bolts with nylox nuts, 10-24 in size. Or use stainless rivits, the aluminum ones are too soft & with vibration & flexing they will loosen in a short time.
