my 98 extended cab has seatbelts in the top of the seat,by the headrest. it wont pull out, so i cant use my seat belts, its like its locked, i can pull it like a 16th of on inch and i hear it lock. any help please.....

 

There is a roll over box under the center section of the front row of seats. It's designed to lock up the seatbelts in case you flip in an accident. If it has become dislodged or ajar it can cause the seat belt to lock up and won't let go. I'd check there first.
