Default Electrical issues....Intermittent...

This one has been a real stumper! I was wondering if there was anyone who might be able to shed any light on an intermittent electrical issue. I have a 2001 Dodge Ram 2500.
At start up....and this happens about every 3rd or 4thtime I go to start the vehicle...otherwise you'd never know there was an issue when it works fine!....
The problem goes as follows:

1. When you turn igniton switch to the "ON" position, alllightsilluminate on the instrument panel and go through their check and then extinguish as they do normallyexcept the ABSand AIR BAG lights will not go out.
2. Also at this time, the heater & A/C blower fan will not come on or operate. After youstart the vehicle and it is running, these two lights continue to stay on and blower motor will still not work.
3. With the above events occuring if you put the vehicle into gear and begin todrive the CHECK ENGINE light willcome on. Upon checking with OBD 2 reader it reads a code as SPEED SENSOR CONTROL...I go ahead and clear the code and that issue goes away.

Turn off the truck andtry again and everything works fine and no issues occur like nothing had ever happened. Man, this is frustrating!!!.....then it will do it to you again about 3 tries later!....

I have done the following thus far:

1. Checked for bad or loose relays in relay boxand all seem to be fine, nor is any corrosion present.
2. I replaced the battery as it was the factory battery and someone's recommendation at the dealer was to do this as a slightly low battery may start the vehicle but can wreak havoc with thecomputer module and electrical system.

Has anyone ever heard of this or had this kind of an issue?...Could this be an intermittent short?...Bad igniton switch tied into these components or worse yet the computer module?....
Any help or input would be appeciated....
