Fuse problem?

Default Fuse problem?

I have a 1999 Dodge Ram 1500 4x4. I purchased a heated seat/ massager from JC Whitney and plugged into the cigarette lighter. Everything worked fine on both the truck and the heated seat. I then turned off the truck and wondered if it was still draining the battery, so turned truck back on, the massager came on and then turned the truck off. Everything went off.
Later returned to unlock truck and noticed electric locks were not working. After I drove a bit, I noticed the electric windows, electric seats, no sound out of radio but radio buttons were all lit up and working, seat belts on both front seats would not pull out, they were locked into the seat.
I went to autozone and replaced both 20 amp fused for the electric windows and doors, and checked the seat fuse, which was still good. This did nothing for the problem. Was wondering if there is a main fuse possibly blown or even something else?
Any help is appreciated. Thanks

Look for a fuse labled "IOD" and see if it is blown...The IOD fuse controls anything that has power to it whenever the switch is off.... Welcome to DF.....

Thanks for the welcome guys. I did some research and found this IOD
fuse is located under the hood in the PDC, so will check there first. I will check the IOD fuse and let you know if this helps.

Back again.... The IOD fuse was actually located inside of truck in the kick panel. It was not blown but replaced it with a couple others and did not fix the problem. I visually checked all the fuses inside and looked at the fuses in the PDC but couldn't see any that looked blown.

Any other suggestions?
