My guess would be the TPS sensor. Wait for someone more qualified to give a better answer.

welcome to DF. i'd start with throttle position sensor (TPS). its on drivers side of throttle body. costs about $40 at any local auto parts store, but i recommend SMP brand. 60 miles per 1/4 tank is pretty crappy mileage, about 10 mpg. you probably have other problems too. i get about 13-16 mpg depending on a lot of things. make sure you are accurately measuring miles and caculating mpg with your big wheels/tires.
