Something iv been looking into myself recently. I still havent figgured out all the diffrences. The dash harness seems to be about the only thing and the connections to the wiring harness.
My 95 does not have a passenger air bag, so I am thinking the 94 does not either. Man...you guys with 10 year old trucks are lucky...except for the death flash.

You are correct, any dodge ram 97' and older does not have a passenger airbag. With the revised dash design (which will not just bolt on if you have the older-style dash, but you can always "make" it fit) for 1998 came the introduction of the passenger airbag.
