Default Power Steering (lack of)

My power steering went out yesterday. I was parking, turned my wheel all the way right, when I went to straighten up, no power steering. Drove home, checked my fluid, it was low, so I added some. Still no power assist. Disconnected my stabilizer, turned wheel lock to lock a few hundred times, still no power assist. When I turn the wheel to the right, fluid comes out of the cap on my power steering res. Does this sound like a pump problem, or something else?

Never heard of this before, but it sounds like either the (1.) the pump is not functioning (2.) there is a clog in the pump or high pressure line (3.) There is a clog in the power steering box (4.) Fluid is leaking out of the system.

I don't know how likely any of these are, but as a initial guess I would disconnect the high pressure line from the power steering box and aim it into a bucket, fill up the power steering pump and turn on the engine to see how powerful the pump is. Then rule out things from there.
