brake dust and rust

Default brake dust and rust

I have brake dust and rust stuck to the rim, door, and rocker panel. I had a brake caliper freeze up on me and it destroyed the bads and rotor. I tried to was it off but this stuff is hard like cement. The high pressure washer didn't even touch it. Is there something like WD-40 work to get this stuff off? Will WD-40 hurt the paint if I try it?

Thanks guys for any help you can give me.
