Default help preventing rust

i recently cut out the rust and fixed it on the passenger side of my truck a few weeks back, but i am wondering if theres anything i could do to prevent it from coming back

i was wondering if anyone has drilled few holes along the inside of the fender to let the water/moisture out and how that worked?

when i was grinding out the rust i noticed a lot of damp dirt on the inside of the fender and i tried to get all of it out that i could, but does it make sense to anyone else that if you drilled out some holes to somehow dry that crap up a bit?

thanks
