Default parking brake

I replaced the RR parking brake cable on a 95 2500 4x4 ,with the correct wheel base of 134", with a cable that was purchased at NAPA. I got the thing on (floating rear axle) and all thats left is to connect the front cable to the rear cablebutI can't seem to find whereI get the 8 1/2" to 9" I need to make this happen. My chilton book is saying there will be slack in my line?? Anyone have an idea what I'm missin here.Any help appreciated.

Wrong cable.. or is the foot peddle depressed? Theres a section designed to pull the cable for the other side is it intact?
