Default Idle air control problem?

Does anyone know how much of the shaft on the IAC should be showing when it is fully retracted and fully extended? When I tried to test mine it did not move when I turned the key on. It had about 1/2 to 5/8 inch of the shaft part beneath the helmet looking part showing at the time. Is it possible it was fully retracted already?

It can move more than it needs to to control the air flow at full extenstion it would basically be plugging the TB hole, it retracts enough to hold the idle RPM's it's set for.
