I'm doing the exact opposite on my 97. I just picked up a set of very clean 01 Off-Road 17's for $300.00 plus $90.00 shipping. What are you looking to put on for a 16? A dodge stock set or after markets?
Did the same with my truck, ditched the factory rims for some 17" off roads. It's all personal opinion, i just think the off road rims are some of the nicest factory rims on any truck.
I was thinking about a set of American Racing black spokes and some 285 mud terrains. I am going to replace my chrome grill with a black one, and some black bed liner on the bottom section of my body, bed and tool box.
I have a set of 16" Eagle Alloys on another 4x4. I put them on my Dodge and they worked just fine. If I liked the wheels that came with the offroad package, I would just buy new tires. But I liked the look of the truck with the Eagles on it and I want black wheels.
I put a set of black cragar soft 8's on my 95. They are 15x8 with 4 inch backspacing. They fit awesome with no issues at all.

Unless you have 35" tires or larger 17" rims look stupid.
16"s will clear just fine on any second gen ram.
15"s will clear just fine on any ram made before 2000 (when they started using dual piston calipers in the front brakes) but you can grind down the caliper to make them fit.

When I bought my truck it had 315's on the 17" wheels. They rub when making tight turns, and I am constantly making steering corrections when driving. I am interested to see what kind of difference a set of 16" wheels and 285 mt's would make on performance.
Those changes should make your truck look good and stand out from the others. You can get some good money if you sell yours. There are some on Ebay or you could sell them from this site.
Another option, look into powder coating your wheels black or charcoal metalic flake or whatever else you want. There are so many choices now with powder coat.My friend took Dodge SRT wheels, powder coated them metalic flake black and they look absolutely awesome on his truck.
