My opinion is to stay away from the Jet chip
because there have been so many posts about them suddenly going dead in service.

1996 was the first year of OBD-II
so the SCT Tuner may work (ask HemiFever),
or take the plunge and go with
the complete computer replacements
MegaSquirt or FAST or Haltech or Motec

The systems that can use wide range O2 sensors
are the ones that can trully provide both
power and fuel economy improvement

There may have been 1996 Mopar Performance PCM's for the manual
(watch for them on eBay)
but my experience on a 1995 version MP PCM for the 5.9V8 auto trans
gave me half a MPG less over a 20,000 mile test
but the extra WOT torque from 1500 to 2500 rpm was noticeable.
However the engine would ping in summer heat above 3000 rpm
even if 95 octane Sunoco gasoline was used.
