Default Wastegate issues

On my 99 cummins 2500 I have lost all boost and a great deal of power, I suspect it to be a faulty wastegate, you can hear a loud hissing from in the cab and that is it under acceleration, it is not a intercooler pipe knocked loose or anything the wastegate actuator rod seems to be very stiff to move and only moves with a wrench on it. Has anyone else encountered this problem. Im just looking for a little insight before I go tearing this apart. Im thinking about putting some pressure to the vaccum hose to see if anything moves but i just wanted to know if anyone has any knowledge on this subject. Thank you.

I honestly think that you merely have a leaky boot.

It's a fairly common problem that over time the boots get hairline cracks in them. They'll appear fine, but when you inspect them closely you'll find the crack.

I may be wrong, but it's easy to check and it's free. If you DO have a bad boot, I'd probably get a set of silicone ones to prevent from having the problem again.

i didnt know about that section but thank you for the advice. I have checked the boots numerous times with not luck.

All 4 of the boots were fine? How about the clamps? They go bad too.
