Boat towing and the pendulum effect
To be fair... The guy that did the inspecting didnt pull the steering box out of the truck to check for play. I suppose that would be one of the next things to check.
I have been thinking about a lift as well. If I put a 4-6 inch lift on it with new control arms, longer shocks and steering rods, would you think I would just be making it worse? Anyone with a lifted ram experience any body roll like I am getting?

i would suspect it would get worse with the lift
it would probably get better with smaller tires
or with a suspension drop
i hesitate ever suggesting riding in a GM pickup
but if you get a chance to ride in one of those
2500 C3 GMC Sierras
of a few model years ago (around 2001 or 2002)
that had 'rear wheel steer' axles
called Quadrasteer
that unusual option
definitely reduced sway and towed noticeably better
