Default ABS, Brake, and Seat Belt Lites

I have a '98 Ram 1500 2 wheel drive with 318 cu in. A couple weeks ago had dead battery, tried to jump start, wouldn't, ended up in out of town shop which replaced battery, coil, and PCM. Ever since have had the Seat Belt lite come on about 1 minute after start-up and then about another minute the ABS and Brake lites come on with or without touching the brakes. Brakes working fine, just annoying lites.
6 months ago I replaced the Rear Speed Sensor as I had ABS and Brake lite plus no Speedo, Odometer, or Cruise Control. Replacement was easy and cured all. To confirm the fault I found resistance readings that the sensor should provide but cannot relocate. Does someone know what the measurements should be? Or can I just read voltage when the wheels are spun?
Chilton says I can ground the RWAL diagnostic connector to read fault codes. Where is the RWAL CAB (controller) located? I see nothing that remotely resembles Chilton's picture. Do I need to ground a particular wire? Will a Code Reader give me the same faults?
Prior to the PCM replacement I had never seen the Seat Belt lite on even without a belt secured. Any thoughts on this?
What bothers me most is fact that everything was great before the PCM. Mechanic said battery was bulged out (totally dead) and PCM was fried. He thought someone had connected jumper cables backwards but that never happened. As for the ABS, Brake and Seat Belt lites he thought that whatever fried the PCM might also have gotten some other circuits.
Oh yeah, I also found out that this truck has an expensive fuel filter attached to the fuel pump and sending unit inside the tank! Whats wrong with putting things out in the open!!
