Best way to fix this rust?

Default Best way to fix this rust?

I've been fixing some rust on my truck before it gets bad. I've fixed some surface rust in my bed so far and I have two spots on each fender like in the pic. I've only fixed surface rust so I'm looking for some suggestions on the best way to fix this. I was thinking of taking my angle grinder with the wire brush part and grinding off the rust/paint till the metal, then bondo, primer than paint.

Am I going about this the right way? I can also use any suggestions along with tips anyone might have, thanks.

Use the search, there is an awesome thread that gives you a step by step on how to fix your particular rust problem, I cant even remember who did it, also included pictures

for the fender the easiest and best way it to cut out the rusted area and make a patch panel to weld in there. If your not very metal savvy get an old fender and cut that area out of it and put that in there.

Relex, the only way to remove it totally is "to remove it totally", completly ground off ,or a new piece patched in there, see if this company is around you here in Houston the prices are insane, its almost not cost effective to repair, look at their prices......94-01 front fender
84.00 new, just a thought
