Question need help p1689

Hi new to the site. I have a 99 Dodge Ram 2500 24V with auto trans.
Getting a code of p1689 and only that code. Most of the time it runs fine
but every now and then it will just derate and I have to pull over and restart, or the engine light will come on before it starts. Took it in and had
new VP44 and tranfer pump drove away, and about 30 mile down the road
it did the same thing with only P1689 code. Took the truck back so they put a new APPS on it, but it still does the same thing ...
Any help please, tired of throwing money at it.
