Surging rpms, tps problem?

When I bought my truck a few months ago it had the typical noisy tps problem (engine jumps up 200 rpms and immediately returns to normal at cruising speeds). I replaced the tps and that problem went away, but now I think I have another problem that is related. It's kinda hard to explain but I'll try.
I'll be going down the road in overdrive but sometimes it feels like the torque converter isn't completely locked up. The engine will constantly surge about 50-100 rpms, and when I give it a little more gas to climb a hill or something the rpms will jump up but the truck won't go any faster (This is in OD so it doesn't make sense to me). If I aggressively step on the gas (without making it shift out of OD) the rpms will jump for a second and then I can feel the tc lock up and the rpms will drop. If I understand what overdrive is supposed to be, the torque converter should be completely locked up no matter how far the gas petal is down or what the engine speed is right? Maybe I just don't understand how the trannys are set up on these trucks, but fluctuating rmp in OD just doesn't seem right. Could my tps be to blame? Thanks in advance for any info.

dhvaughan, the tranny fluid was flushed when I bought the truck about 3000 miles ago. Does a slipping lockup mean I need a new tc?
