A couple questions for you. Was it some sort of custom job or fleet vehicle or something? Because according to every source of research I can find, they stopped using 3 speed transmissions in Rams prior to 1994.

The Jeep Wranglers used it up until 1995, supposedly, for their 4.0 inline six cylinders.

All Ram transmissions in the 1996 model year went to the RE type, not the RH. 42RE, 46RE, 47RE all started in 1996.

I'm not trying to be mean here, but how do you know its a 32RH?

when I brought the truck it already had installed the step just right there, seems the step was installed using the existing holes.

I went to the Dodge shop an they confirmed to me that it is using the orginal transmission and they provide me the number of it. This truck is very fast and powerful to be a V6, I guess the tranny installed on it is for torque purposes.
