Default Plenum Blown?

So i decided to take off my throttle body and clean everything, i cleaned all the sensors and everything. Cleaned the IAC realllyyyyy good because i think its the source of my rpms falling so slow when my motor is reved. While i had the the throttle body off i took a peak into the kegger and i think i have oil "pooling" but im not sure. Cleaning the throttle body and all the sensors didnt help much and i also reset the pcm and its still the same and there is a really loud sucking noise now when the throttle is applied. Get a new IAC? Also lemme know if you guys think my plenum gasket needs to be replaced.

IDK why a bad IAC would cause a "loud sucking noise". Its called an air intake for a reason, because it sucks in air.

Lil bit...Looks like mine....If you got the money right now, I would replace it. But you don't have to.

when i rev the motor the rpms fall back down very slow. like 3-4 seconds to fall down to idle. It hovers at 2000 then falls down. and when im driving and under heavy acceleration it does the same thing and if i have to brake i am braking against the motor.
