does my 99 ram 1500 run better with or without a cat i bought the truck with out it but if it runs better with it i will put it back on.

Your gonna want to check your local laws. In Cali, where I live, you need a cat in order to get your tags each year. I have a magnaflow cat and I love it. It doesn't feel restrictive at all. Hope that helped some.

in wa it not a requirement but i dont put my truck thru emissions considerin i register it out of county

I'd leave it off. It's an unnecessary part that can go bad.
