I had exactly the same problem on mine last year, went through about three fuses in a couple of days, then replaced the fuse with one that was one step larger and it's been fine since.

check your relays. pull one and swap it. if not that, look in the bumper for the horns, and put a dvom on the wires goin into the horns. if you get power there, order new horns.
