Sounds like you may have a short in the wire. Could just be age.
Mine crapped out a few years ago.

One thing you might check before you order another one, those horns are mounted on a brace for the front bumper. They are grounded that way. If by some chance that brace has come loose, that could be the issue too.

They are that way on my 1997......

I just remember that because when the horn quit, I beat feet to replace them. Ended up putting a bull horn (not a megaphone, but a horn that sounds like a crying bull) on it. After a couple of months, I had crawled under the front end for something, and saw that that brace had completely fallen off. Replace the bolt, and bang the horns work.

I would next check your fuses. There is one on the side of the dash and I think there might be one in the fuse box under the hood. Or it's a relay under the hood. I don't think you'll find the source of the problem in the mess of wires under the dash. I would do that last.
If the fuses look ok, then get a volt meter and put on the wires at the horn. You should be getting power to them when you press the button on the steering wheel. You can then trace it back. My horns went out a few years ago. It sounded like a dying cow. Then they stopped. I had power to them. Replaced them and sounds like new. You said you do a lot of river crossings and mud. That's indicator number one that it's something that's getting exposed to that.
