Well I don't know about the 98 FSM but my 97 FSM stated front band should be 2-7/8 turns back from 72 in-lbs! My shift kit supplier told me "no big deal just snug-er-down with a 5/16 and back off 1-1/4 turns, that'l make the 2-3 a little firmer". When I discussed this with a mopar 727 rebuilder he claimed 2-7/8 is waaay too loose, stay around 1-1/2 back and you should be OK. It almost appears as if this front band adj't is not that critical or something.

yeah I have the same shudder thing going on in my 95 2500 auto. I let off the brake and when it starts to roll the whole truck shudders. I've always thought it's the tranny...maybe the clutch or something but i haven't had any problems yet. this has been going on in mine for 5 years now and I've owned it for that amount of time.

If you are going to service your bands, Here is my advice: Invest in a good torque wrench. Don't borrow one from your uncle who has only used the POS once.

I'll add to that use only the bar style and not the clicker style torque wrenches. Those things are gimmicky and have to be calibrated frequently to stay in spec.
